On a natural cycle your prog. level should be 10 or over, on a medicated cycle it should be 15 or over.
However, just doing the test on CD21 doesn't always mean you are between 7-9dpo. Are you sure that you were 7dpo on CD21?

For women not on medication, anything between 3-6 indicates ovulation, but 10 is ideal for a healthy luteal phase and to sustain pregnancy. So while it's possible you ovulated at this level, you should look into bringing up your progesterone level if you are TTC.

If you are currently on progesterone treatment, that level is too low and should be at least 15.

Good luck.

EDIT after reading addtl comments:
YES...if you ovulated later in your cycle that would account for the low progesterone level. Mention this to your doctor...he/she may want to retest next cycle.

If you did ovulate - your progesterone is terribly low. Ideally it should be around a 15. It's possible that you did ovulate - but you may have problems keeping a pregnancy should one occur. The good news is that low progesterone is easily corrected with suppositories, pills or cream.
