Sometimes the way the people make the #1 or the #2, you can't tell if it's a 7 or a 1 or a 2. So the line clears it up. Sometimes I do it myself. Great question; deserves a star! :)

to differentiate it from 1, because in europe 1 is written with the little line, the way it's typed on computers.
but not everyone does it.
i actually found more people crossing their sevens in north america than in europe.
