Could go either way. With the Harry Potter ones, they made a big deal that they'd arrive on the publication date. For less prominent books, you could get it a couple days either side of the official publication date. The book distributors generally have them in stock a week or two before the official release date, but they usually won't go out to the sales areas of the bookstores until the release date..
