Usually, my canadian bank will charge less than $3.00 while using an ATM to get american cash. In November, I will be in Singapore for less than one day. I basically only need $20 to use the local public transportation. Do you think that my bank will charge $3 to get some Singapore money or well-more?

Your bank will generally charge you with it's normal service charge as you have mentioned $3.00, but there is also the conversion to local currency usually Amount withdrawn to Prevailing exchange rate.

Even if you withdraw $10 or $1000 the bank will still charge you $3. Your best bet will be to withdraw more from where you coming from and exchange it at the airport. around USD15 should get you slightly more then S$20.

Its best to change the currency & carry some spare cash with you for miscellaneous expenses, but not too much.
Use your credit card for only large purchases so that you don't carry large amounts of cash with you

hmmm u shd check with your bank on the overseas withdrawal. cause there might be different rates plus exchange difference...
