Money was loaned to a friend in another state. Money was sent via cashier's check in the mail, so single place of dispuit. They were making payments until recently. Many emails to prove responsibility. But where do I make a claim?

You could file in either county. Service is generally easier in the county in which the defendants live, but many states have "long-arm statutes" that may be sufficient to give your local court jurisdiction.

One big negative about suing where you live is that it is more difficult to enforce the judgment because a judgment from your county must be filed in the defendant's county and efforts must be made where the defendant lives to enforce the judgment.

It is most practical to do the filing and collection of the judgment where the defendant lives and has assets. You may think it is inconvenient, but a civil action in the county where the defendant lives would have strong advantages, including giving you a psychological advantage because the defendant would really think you meant business by suing him in his home county.

You have to file where the Plaintiff has contacts. Usually that means their state, but if you can prove that they have enough contacts somewhere else, then you could sue there too. To be safest, although it's less convenient to you, you should sue in the plaintiff's state.

You make it on the Plaintiff's side if the money came from the Plaintiff you file it on the Plaintiff's side....
