Well, Plymouth was he first colony(besides Roanoke which dissapperaed), so wouldn't it be Virginia?

Ok I checked online and while Virginia was the first Colony, Delaware was the first state to ratify the Constitution, and America officially became the United States of America once the constitution was ratified.
