It is dark green in the centre and the outside is light green, and it is completly transparent. I found it on a beach at lake huron. It was out pretty far were it was wavy and there were no other rocks (the other rocks probably got eroided), so I'm guessing it's pretty hard (an 8 - 9 on the mohs hardness scale). It's approximatly 30 carats. Could it be an emerald?

Possible, but more likely a piece of a glass bottle smoothed by wave action. At any rate, rock identification is a very "hands-on" type of thing, so you're not likely to get an accurate answer here, especially without even an exact hardness. Things like luster, fracture, specific gravity, streak, etc are needed as well.

Yeah, and you could buy a ticket and win the lottery tonight. How do you know it is between 8 - 9 on Mohs Scale, did you test it with quartz (7) and diamond (10). Remember, Mohs Scale is logarithmic so an 8 is 10 times harder than a 7 and a 9 is ten times harder than an 8 (and 100 times harder than a 7). If it was a 9 and you scratched it with a diamond then your name must be Superman, because no ordinary mortal could do that. If I remember right, emerald is 6.5 on Mohs Scale so quartz could scratch it.
