The independent variable is # of drinks. Reaction time is the dependent variable. Think of the difference this way:

which is the cause (independent) and which is the effect (dependent)

Reaction time of sober is the starting point - fastest

Note that for some two drinks improved reaction time - it may have helped the person relax, which loosens the muscles for faster reaction. (Judgment after drinking, however, is a different story)
