If you will look at the periodic table, you will find that Chlorine (abbreviated as Cl, atomic number 17) is an element, and therefore a substance. Hope this helps :)

It's a substance, because a mixture isn't chemically combined.

And its and element because, well, check the periodic table of "elements." Chlorine is on there (number 17 to be specific).

Chlorine is an element.

Chlorine Bleach is a solution. Basically it's watered down bleach sometimes with fragrance added. And, it's homogeneous.
