A judge that has a bias against or for a party in a suit, due to personal reasons, has an ethical obligation to resign on their own from that case by reason of a conflict of interest. However, if it is just that the judge has a bias againat drug users, then they don't have to resign....but if the defendant knows that the judge has a bias they can request to recuse that particular judge.

The judge must be impartial in the trial of the case because when he is biased, he will not rule on the merits of the case but to his unfair conviction that could tilt the balance of justice that is prejudicial to the administration of justice.
