In the US justice system I was just curious as to where most of the punitive damages go to... basically do they go to the plaintiff or government?

Damages are awarded to the plaintiff due to inconvenience and sleepless nights that they suffer arising from the case.

They go to the plaintiff, who pays the government taxes on the income.
