Hmm... Sasuke. Not only has he got the Sharingan (which is said to have been an evolved form of the Byakugan), add to that Sasuke's training from Orochimaru AND his cursed seal and it'll be a miracle if Neji survives.

I vouch for Sasuke. His Sharingan and acquired jutsus from Orochimaru will show Neji how weak he is through the power of the descendant of the Byakuugan

the sharingan was from byakugan and perfected into 3 types of sharingan.plus, you know that being evil makes him stronger. and he's been training with orachimaru and neji hasn't been training that much! we still don't know all 3 types of sharigans and sasuke would go all out and use everything and kill neji. neji's cool but...

the old neji would probably win over the old sasuke but the new sasuke would definitely triumph over the new neji (in the shippuden)
