You should suggest to your co-worker that was going on there is inappropriate and he should stop. If it doesn't stop in a reasonable time, report the stealing time, lazy bastard!

??????? Why does it bother you that someone reads in the washroom???? What complaint would you launch? Do you launch a complaint whenever someone isn't working as hard as you believe they should????? My advice is for you to not launch a complaint.
