that should be pretty normal for newborns only days old. you shouldn't use anything on his tender skin right now. He's still adjusting and shedding his skin. Give it a few more weeks and he should be just fine.
Here's a snippet from an article:
Newborns often will shed a layer of skin during the first week of life. This is due to transitioning from an amniotic fluid environment to drier air. This is not dry skin and do not apply moisturizing cream during the first month. Newborn's skin is very sensitive to scents and chemicals that may cause a rash. I recommend avoiding baby wipes during the first month for the same reason. Instead, you can use makeup removal, cotton pads or soft paper towels moistened by a water bottle at the changing table.
Newborns often have temporary rashes generally do not require evaluation if they only last for a day or so.

My daughter was born with ezcema and the best I found for her was the huggies line of extra sensitive. They have shampoo, body wash, liquid powder, wash cloths, and lotion. It even says safe for ezcema on the bottle. I used the body wash on a wash cloth to wash her face and rinse it with another wash cloth then would us a small bit or lotion on the cheeks and such just not too close to her eyes. It rub in easily and you don't need much to do much of an area. Also, bathing every other day rather than every day helps the dry skin. My doctors solutions of oil, dove soap, and only using white clothing and everything washed in special detergents didn't work as well as just using the huggies stuff. I hope it works. And like others have said, it is still early to tell. But this is what worked best for me and still does.

That should go away on its on... seeing that he is only 10 days old. It is not uncommon for babies to be born with dry skin. In stead of actually putting something on it try putting some baby oil in his bath, and if it persist changing your bath stuff as it might be a little strong for his skin.

Emu oil is miraculous for infant acne and eczema.
I bought mine from a health food shop when my twins were tiny, it was a brand called Laid in Montana. It's spendy, but it works right away and doesn't smell. It *is* greasy, but in a good way.

It will go away on its own. Personally I wouldn't put anything on it, it might aggravate his sensitive skin more.
