When they are producing milk they have just given birth. They are no longer pregnant and can give milk for months until they dry up. After that they get pregnant again and the cycle repeats. Only recently pregnant mammals give milk.

See if your school has a sex education course. It could be useful .

Female cows can give milk at any time. That is what the udder is for. If they only gave milk when they were pregnant, we would be paying a price more outrageous than what it is now for a gallon of milk. Did you know that farmers only get 25 cents a gallon for milk? Just a little trivia to go with the answer.

Like all other mammals, milk production is set in motion from hormones that are released during birth. So no - a cow that is simply pregnant will not always be lactating.
Horses and cows that are close to giving birth will start to leak colostrum, which is a good indication that they're close to foaling/calving, but this is again due to hormone changes stimulating labor and in turn, milk production for the new baby.
