that fuse is in the interior fuse box under your driver's side dash panel. The fuse is in the middle row of the three horizontal rows of fuses. It is a 15A (15 amp) fuse; I think it is blue in color but I may be wrong on that. The fuse is the third fuse in from the right (passenger side). There should be a label on the inside of the fuse box cover that says something like "accy"

there is a fuse box under the hood as well. It has a black cover on it and it should be about 3" by 5"; it is usually on the passenger side back of the engine compartment but it may be in the driver's side front. That box has a list of fuses on th underside of the lid or stamped into the top of the plastic. There should be spare fuses in that box that you can use to replace the cigarette lighter fuse. The label for that fuse box will identify which fuses are 'spare' and you want the 15A fuse.

Check the owners manual to find the location of the fuse panel, and what fuse is for the cigarette lighter. If you don't have the owners manual, check out this info online. Or, go to a car parts store and get a manual that covers your car. Check the library also

It might be under your dash or look next to your battery under your hood because there is a fuse box there too. My A/C was broke forever (took it to a bunch of different mechanics) and no one ever checked there. Start with under your steering wheel fuse box first.

If you have the owners manual look in there for it and it will tell you. If not open driverside door and look in and to your left under dash board and that is where most fuses are located.
