I have often wondered why Charles dosn't want Mary and Laura to go near that guy Buzby, did he do something bad in the past or did he just not trust him because he looked different?

Unfortunately, it was because he was different.
But they also did not know a lot about Buzby.
They ending of the episode brought them together and part of its message was to not judge someone or jump to conclusions because they are different than you.
