Well, let's see. I don't know if I can advise you on how to start, but I'll mention something about him that maybe people have forgotten. If you read the accounts of journalists and diplomats up until, say, the late 30s, you'll be able to see some evidence that the Stalin regime was actually fairly sincere. The members of the Politburo has modest apartments and took the subway to work. Stalin's wife worked at a regular job. (Maybe she was well treated because of who she was, but they apparently did not believe that she was too good to dirty her hands.) Stalin himself was one of the main authors of the soviet constitution which aimed, anyway, to create a truly egalitarian society.
Now it is hard to tell just how sincere he was. But I get the feeling that until about the time that he found he had to move against the military to save his own hide, that he might have been aiming to evolve his regime into one that was a bit more humane.
It may be worth your time to investigate these possibilities, since your finished product will surely be something other than the run-of-the-mill Stalin mini-biography.

How was it that the western allies during world war II allied themselves to the greatest butcher of the 20th Century. Through his purges of the 1930's, an estimated 30 million people were killed. Joseph Stalin ruled with an iron fist and under this leadership, saved the world from Nazis domination.....

Josef Stalin was General Secretary of the Communist Party of the Soviet Union's Central Committee from 1922 until his death in 1953. Despite his formal position being originally without significant influence, and his office being nominally but one of several Central Committee Secretariats, Stalin's increasing control of the Party from 1928 onwards led to his becoming the de facto party leader and the dictator of his country; a position which enabled him to take full control of the Soviet Union and its people.
