Last year I super shocked it, but still had green water in the spring.

Use a enzyme that kills phosphates. There's something called Phos-away or Phos-Gone. Phosphates are the food that algae thrives on. Algae is what turn the water green. The enzyme should also be used during the summer, it's better than algaecide and actually cheaper too. Got this info from a guy that maintained pools for a living.

I don't know what you mean by 'chlorine based pool'. Do you mean Chlorinated rubber based paint or that you treat the water with chlorine ?
