It depends on if it is just plain petroleum hydrocarbons or mixed with other chemicals. It also depends on the level of the contamination and origin of the contamination. Most states have an Environmental Protection Agency which post cleanup or action levels. try googling your state +VAP
Some stuff is better just left in place especially if nobody is using the groundwater for drinking water.

You won't like what I have to tell you. I was sent out through the county to check a guy that used tires to fill a berm years ago, tires started rotting and, leaking through the soil.
It was bad. I told him to clean it up himself, not to call anyone. He insisted they ? who was they? would help. The state sent out a Hazmat team and went through the ritual of cleaning and hauling all the soil away down to hell itself, I couldn't believe it, then back filled with new soil.
Well, this poor guy sat and watched, counting his bank account and how much this was going to cost him, he did end up selling his house and, the bill? it run into the thousands, he'll be paying for the rest of his life.

The only way is to remove the affected dirt and replace. You can call your local fire department and ask them how they clean oil spills. I'm pretty sure this is what they will tell you. Sorry for the bad news!!

Your not going to like this, if you have to clean it up the dirt is going to have to be removed and taken to be decontaminated. If this is commercial property you might be able to pass the bill on to the party responsible.

EVERYBODY CHANGED OIL & DUMPED IN BACK YARD ( RESIDENTAL ), COMMERCIAL IF THEY GET AN INSPECTION/ SOIL ANALYSIS YOU'RE HAMMERED
