You have 2 choices.
Either convert 0.375 to a fraction or convert 1/4 to a decimal.
Usually, it would be easier to compare decimals than fractions. So I would convert 1/4 to a decimal.
To convert 1/4 to a decimal, consider that the fraction line is a divided by sign. 1 divided by 4 equals 0.25.
Now that you have both numbers in decimal form, you can compare them more easily. Rewrite the question.
is .375in.dia. smaller than .25 in. dia.?
If it is not obvious that the answer is no, you can do a subtraction to find out which is smaller.
When you subtract a small number from a large number, the result is positive.
6 - 2 = 4 means that 6 is larger than 2, because the result is positive.
When you subtract a large number from a small number, the result is negative.
3 - 8 = -5 means that 3 is smaller than 8, because the result is negative.

When I was in second grade, I learned that 3/8 is half again more than 1/4, and if that's changed through the years, I didn't get the memo.

1 / 4 = 2 / 8
so
0.375 is bigger.
