Frostproof (Whether the long in-ground lever-handle type, or the through-the-wall type) are frostproof only because they have a longer stem than a regular faucet. In either case, they still have a replacable washer and seat, as in any regular faucet. Also, check and possibly tighten the packing nut, if its spraying out around the stem.

Does it have an anti-siphon valve on top also? if so, the seal inside of it may have dislodged from it's seat and leak with the water on---take a small paperclip or screwdriver and try to reset the washer in it's seat after removing the little cap on top---just pulls off. If the leak is by the stem, tighten the packing nut behind the handle to stop the leak but not too tight or the handle will be hard to turn.
