Lance Bass went to Russia and trained to go into space but ran out of money. Anyone (for all intents and purposes) can go into space as long as they can cough up ~$20 million and talk to Russia.
Currently in America NASA is the only organization putting people into space. You would need to become an astronaut, but you don't need to be a pilot. Anyone who goes into space is automatically an astronaut (or cosmonaut), and scientists, teachers, etc can become astronauts if they pass a very selective and long training program.
In the next few years, there will be companies (Virgin Galactic for one) that will be offering flights to the edge of space for ~$100,000. These flights aren't the same as riding on the Space Shuttle and are rather expensive, but they are the best chance for normal Americans getting to go into space in the near future. The prices are predicted to drop to less then $10,000 if they are popular enough.

Lance Bass from N'Sync went to Russia and trained in the cosmonaut program by paying his way in. He was scheduled to be part of a Russian space mission, under the condition that he was helping to finance it, but his financial situation took a turn for the worse, and they denied him the seat on the mission. So he never went.

With the rapid growth of companies offering near-space travel almost anyone can be an astronaut- even if only for a few hours :) However you need to reach upwards of 80km above sea level to be recognised as an astronaut

Yes you can if you can pay the cost, and pass some kind of training. So if you only got the money and don't have a fit body it is likely that they will reject to carry you.
You will not want to go to space and never return in one piece don't you.
Have a lot of training and work hard to earn the money.

A number of scientists who weren't fully trained astronauts have been on missions.
But really, for anyone - yes, if you have LOTS of money.
Lance Bass didn't go, because he didn't have the money.

Anyone can go as long as they are fit enough do the training and are permitted to do so, but the price would be as astronomical as the view!
