Neighbor problems. I have this person who seems to not get the hint, that he is harassing us. I have tried to solve this by just calmly speaking to him, then shouting. Would a restraining order, keep this fool away? I have a secondary suggestion, but that is not legal. How much would it cost, and how to go about getting one?

No cost, but in many jurisdictions, you MUST have a pending legal action against someone in order to get a TOP. So if he's harassing you, call the cops, they'll charge him (if there's probable cause) and once he's arraigned, you'll be able to request from the ADA handling the case to get a temporary order of protection for you. The temp OP will last for the duration of the case and you may be issued a permanent OP at the conclusion of the case.

What has the neighbor done? Just being annoying is not enough to get a restraining order on someone.

Contact a lawyer in your area to get one filed. If you feel immediately threatened, call the cops.
