Well, the only real debate is Kirk or Picard. The others aren't even in the same league. Point being, if you have a Star Trek movie made about you, then you're the one of the best captains.
Picard is the best captain, especially when compared to Kirk. For one reason, Picard actually followed the prime directive. Kirk on the other hand would do whatever the hell he wanted, when he wanted. A good captain doesn't work like that.
Also, Picard kept a cool level head. Kirk let his emotions get the best of him.
I'm not saying Kirk doesn't rock, I'm just saying on a captaining standpoint, Picard is the best.

Christopher Pike was Captain in the original pilot but not the original series which WAS James T Kirk.However if you then watch the animated series Robert April was captain before Pike LOL.
