Do you think that if by restricting all methods possible to ( obviously there are always ways ) commit suicide, that the homicide rate would increase, do to the fact that people would focus their depression outwards to the public rather than hurting themselves to relieve the stress and anger?

Answer # 1 That is impossible.
Answer # 2 It is very rare that people take their frustrations out on themselves, it it more than often likely going to be taken out on other people.

My question to you is, do you think that this "hypothetical" would provoke those who would rather than commit suicide, entice someone else into murdering them?

That already happens. Some people are willing to do it themselves, some are too scared and would rather be shot by a police officer, some take hostages and make it a murder/homicide.

In short, when some one has made up their mind to end a life, they will think of scenario after scenario to plan the perfect scheme. Those who do, are severely disturbed and are in need of serious psychiatric and medical care. Killing is killing, whether it is of the self or someone else. It is illegal, immoral and unethical.

You can't stop anyone from suicide, I could go up the roof and dive head first into the sidewalk and kill myself. What are you going to forbid buildings from having roofs or the use of ladders? Suicide should be encouraged over homicide, kill yourself and let the rest of us enjoy our lives is what I have to say.

No. People contemplating suicide aren't just looking to kill someone. They just want their miserable existence to end. It is impossible to restrict all methods possible to commit suicide.
