Definitely.
I don't live in Canada so I'm a little unsure about what the weather is like.
However, you should get out for a lesson ( even if it is with a family member ) for each type of weather condition.
Rain, hail, thunderstorm even, snow, ice, fog, sunny!
When I was learning to drive, yes I did go out in the winter, I also covered driving in every weather condition as well, however because we didn't have a thunderstorm or hardly any wet weather, I made sure that after I passed my test I got my instructor to come for a few lessons with me, when the rain finally started coming and the weather got colder!

If you live in an area where winter driving is a concern, then I strongly suggest that you learn under these adverse conditions. In fact, I believe that winter driving skills, including handling skids, should be mandatory.

It may be a little harder, but your driving ability will be better as a result of learning in more difficult conditions.

But if you are farther south and winter driving is not much of an issue, then it doesn't really matter.

Why wouldn't you take your test? If you have problems with snow/ice, then don't take the test on a slick day, and get more instruction and practice driving in slick situations.
