If it's a new one with no paint, I would paint the whole thing with a white enamel. Then mark down th side of the pole, the width of the stripe with measuring tape and pencil . Next run masking tape in a spiral around the pole being sure to touch every other mark on the side. Then wrap a strip of paper around the pole following the first tape. Put another strip of tape on the paper, sticking to the first tape. Take a rattle can of red paint and cover th exposed white strip. It may take a couple of coats. Carefully remove the tape and paper and you have a striped barber pole. Good Luck. P.S. Hook a motor to it so it spins and drive your neighborhood nuts!

I did this with the light pole at the foot of my driveway. Paint the entire pole the light color. Once it dries, I used 3" wide blue masking tape to wrap around the pole. With a little trial and error I found the correct spacing that make both stripes the same thickness. Press the tape good along the edges and paint the dark color. Allow the paint to set up and remove the tape before the paint dries.

Paint it white.
Tape the swirl.
Paint over the red part with clear paint or use the same white. This will ensure that your red will not "bleed" over the edges of the tape.
Paint the swirl with red paint.
Allow the red paint to dry for about 2 hours.
Remove the tape at an angle, pulling towards the red stripe.

paint it all in 2 coats of white paint, then do a single red strip of paint going diagonally down the pole while also turning the pole in 2 coats, or use red, thick tape instead of paint as it will run.

Paint it white, let it dry really well, then use swirl masking tape around to keep the white protected as you paint in the red.
