2-4x<6 is equal to -4x < 6-2 or -4x < 4.
-4x < 4 is equal to x < 4 divided by -4 or x < -4

3-x > 9 is equal to -x > 9 - 3 or -x > 6
-x > 6 is equal to x > 6 divide -1 which equals x > -6

-4x <4 or -6 > x
x> 4 or or x < -6

2[ 8 - 3 (y-2) ] = 5 - 2 (y + 4)<-- Assumed you meant + not =
16 -6(y-2) = 5- 2y - 8
16 -6y +12 = 5 -2y - 8
-6y+2y = 5-8 -16-12
-4y = -31
y = 31/4 = 7 3/4

are you sure y=4 or is that a mistype??

in 2-4x <6 or 3-x >9 you have to find the value of x first do you know how to do that?
