You're joking right? It doesn't look like the competition for world's dumbest celebrity is winding down yet. Just about the time you're convinced it's Paris, Britney does something. When nobody could be dumber than Britney, bring on Lindsay Lohan. For old school dumb you have Whitney Houston, Tim Robbins, Sean Penn, Jane Fonda, Susan "I can't believe I married Tim Robbins" Serandon.... the list just keeps growing week after week. Toss in someone like Miss Teen South Carolina as a ringer and the number one position is up for grabs again.

We can't actually know who is the dumbest because we don't know any of them personally. All we can do is assume that they way they act for the cameras is their true self.
I know lots of girls who act dumb because they think they're cute. A lot of these girls may also use drugs and alcohol to escape from problems we don't know about and end up looking dumb.
Now with that over...I would have to say Brittany because she married K-Fed and popped out 2 kids in less than 2 years.
