Yes, because they are the ones that make themselves lonely, by not doing anything about it. There is a difference in being alone and being lonely. It's all how you feel about your life.

Definitely and gray area question. There is SO MUCH MORE to ask.
Loneliness comes from an extended period of being separated from contact of other people. When loneliness starts to creep into one's life it is time to get out among others and interact with people. Extended loneliness can lead to all kinds of emotional and mental disorders, not to mention further crippling you socially.
Has this person CHOSEN to be alone? Then yes, they will have to say I'm at fault for my loneliness.
Do they do well in the company of other people? Are they to blame for people running in the opposite direction of them? There are so many avenues of why people are alone.
It's time to take steps to HELP YOURSELF OUT of this RUT!
Start by, taking a class - Spanish, cooking, crafts or Masters Degree. Be open to holding and conversation with a stranger at the park. Take a cruise and get involved in the activities they offer.
Baby steps at first, smile more when you're in public. Say "HI" more in passing. Take a co-worker out to lunch. Change your look, new hair and color and new clothes, when someone asks you questions on your new look answer with "I felt like shaking things up" say it funny and have a laugh with that person.
FIRST SHOW YOURSELF TO BE OPEN, RECEPTIVE AND INVITING.
GET INVOLVED IN LIFE, AND YOU WILL SEE THAT THE WORLD IS FULL OF POSSIBILITIES MADE JUST FOR YOU!!

If those 'people' put themselves in a position where they are alone, or wont open up to the ones around them, then yes. But, if it's something they cant control, like their entire family dieing in a freak plane crash, then no.

yep why
1. if you wait then your letting someone else control you
2. only you can fully control how you feel (no one says you feel that way now) your mind picks how to react and you control your mind!
3. if your proactive in your own life then your not waiting for stuff to change for the better!
If one is lonely they need to find out why they are lonely and fix it if they wait for someone to do that they will feel like that for a long long long screw they will die befor that happends!
It's not my fault one could be shy,
it's not my fault one could be scared to meet other humans
it's not my fault one anything one may feel (unless i stepped on there toe that may hurt) but feeling that i did it on purpose when i didn't is their choice not mine!
I can call someone a lonely brat, it;s their choice to beleive and live that out! not mine! if they do live it out then i guess i can control them too! just by words! WOW~!
edit:
if you can't enjoy your own company why should anyone else there for if you enjoy yourself your never truely lonely!

Loneliness is the result of one's attitude. For example, some people like to say things like "you make me so angry!" I wonder where I lost my remote control since they seem to think I'm in control of their emotions. I'd like to press the mute button if that were the case.
The only difference between loneliness and solitude is attitude. Either way you are by yourself. I love solitude. There's enough idiots in the world that I've come to find peace in simply breathing.

Not always, sometimes people are lonely because of a shyness they can not get over, or because they do not have access to other people.

In some cases they are due to lack of effort. But in other cases, it can't be helped. Isolation isn't always a choice.

sometimes no some people have chosen bad friends or the friends they have are busy and its hard to get real friends in todays grimmey world yet they is others who are snake bastards who deserve the solituded
