I never use any form of salutation at all when emailing. Email is supposed to be informal, and doesn't require greetings or closings.

It depends on whom you are addressing.
If you are writing to your sweetheart, or another person close to you, this is a perfectly legitimate opening to an email.
If you are writing a formal email to a business colleague, this is unacceptable. You may begin a formal communication with "Dear Sir", or "Dear Mr. Jones", or even "Dear James" if you are on a first name basis with the recipient. You may begin an informal communication (with friends, family, etc) with "Hi, Jim". But using "Hi dear" assumes that you would call the person "dear" (or any other nickname) in person, and implies a level of intimacy that is generally own shared between family members or lovers.

It's fine for a close friends or family. It's not appropriate for someone that u don't know well or in a professional setting as it may be taken the wrong way.
