Steroids cause the testicles to shrink and make your penis useless (permanently if you use the crap for very long), but they don't actually shrink the penis, they just make it impossible to get an erection. Many other drugs and alcohol interfer with erections, but I am not aware of any that actually cause the flaccid penis to get smaller. Some may inhibit the growth of the penis in adolescent boys, however.
