These will do two hings for you:
1) Keep your attic cool so it costs less to cool your house.
2) Keep your roof cool so your asphalt shingles won't curl up and die. Seriously, your roof will last quite a bit longer.

They are typically large and unsightly and also mean you have to cut into your roof and roofing with possible leakage when it rains.
An easier and better way is a pair of gable vents that go in either end of your roof, they vent better, are very easy to install, don't pose a leaking issue and look less "industrial" than the roto vent.

Basically they're wind powered exhaust fans.
Inefficient, but better than none and decorative.
