Normally they have a little light on them too. This so if you do get up to go to the bathroom during the night you don´t have to feel your way along the walls to find the door. Also fire regulations

England doesn't allow any light switches or outlets in bathrooms. Electricity and water not a good combination.

This identical question cropped up a few weeks ago, it's simple, there is NO chance of electrocution, and therefore no cases being brought against the hotel.
