I agree about checking around to local craft and art stores, you can find alot of neat items there and well as getting materials to make things yourself. Also be creative, you don't have to spend a ton of money on actual props and such to make a creepy haunted house. There are alot of things you can make and put together yourself. for example to make ghost or ghouls you can buy simple Halloween masks and then make the body yourself using old clothes, sheets, and some stuffing. There are tons of things you can do.

depends on what you need.
army supply surplus stores, great for nets and tarps
farm stands, great for corn stalks and pumpkins
goodwill/salvation army, great for costumes
cobwebs and spiders = walmart/kmart/target
chains to rattle,,,, junk yard, flea market
online stores sell lots of make up- check ebay for sellers listing things in lots instead of individual items
