Without the copyright owners permission it would be a breach of copyright.
Unless either the copyright owner has placed it into the public domain or the copyright has expired.

Short answer, if the music came off a CD recording, it is an infringement to the recording company to post it in any form on the internet, including youtube. If it were not so, then youtube could be a free and legal way to trade music. However If you sing the music yourself, then it is ok since youtube covers the ASCAP/BMI performance royalty.
If you create a music video using a CD, it can be played on MTV or television, because there is an exemption for broadcast in the copyright law for recordings, and networks pay for composer rights to ASCAP and BMI. The record companies don't like it, but it is legal for broadcast.

Unless you have their permission to do so, you would be breaching the owner's copywright.
