Your question is a bit unclear. First you have to define what you mean by "heaven" and "hell". If for example heaven is a state of [temporal or eternal] bliss and hell is state of [temporal or eternal] suffering, I think your choice would be quite easy, regardless of your more specific function in either place (or state).

As you pose your question, you seem to imply something else, but since it's impossible to understand what (at least for me), it's also impossible to answer the question. Maybe you try to say something like "if heaven is like hell and hell is like heaven, then which is better?", but that makes a rather absurd question, which I maybe find better unanswered,

One take could also be, if hell is state of [temporal or eternal] suffering, and to that, I am the person who have to carry out or order this suffering for its inhabitants, then I think that would make this hell sojourn not better, but many times worse for me.

I wouldn't want to burn in hell, and I'll be wealthy in Heaven. So, it's better to be in Heaven, but I won't be a slave either.

No, it is better to be in Heaven, regardless of how high or how low your position in Heaven is. The least in the Kingdom of Heaven is greater than the greatest on Earth.

Even the lowliest in Heaven have perfect happiness because they are in the presence of God, but there is no joy in Hell, only pain and suffering.

"Better" is subjective. As such, without further information as to what your personal preferences and objectives are... nobody can give a valid answer to your question.

And objectively speaking.... "better" doesn't exist.... and neither do heaven or hell.

Oh I liked the question. You know our choises make who we are. What would you prefer? I'd prefer heaven. (oh and heaven is supposed to be the greater place of all so would they have slaves?)

Sorry !, When a person he/she enters in to the Heaven, according to all Holy books "God provides all types of facilities what ever he/she requires and feels to have". According to Islam, there will be angels to serve every thing which their guests liked to be served.
So, according to all religions, no human being who enters into the heaven will be treated as slaves.
So, be happy and try to do all deeds which will lead you to heaven.

Hell tricks you to be in power, but it'll make you its slave.
