"The greatest leaders are never seen, their presence is never felt
Lesser rulers are loved and praised
Lesser still are hated, and obeyed through fear
And the least are despised and ignored"

This quote is thousands of years old and shows a fundamental truth of government, you can wield the most power if you are unknown and protected from public scrutiny.

Of course there is a "Secret Government" and it's an International one. In many cases, "International" decisions have been made many months or even years before they are talked about in Summits etc. Take Iraq as an example, George Bush and Tony Blair had agreed to invade Iraq two years before the event took place. They had conspired to fabricate evidence to support their actions and to cover their backs. Other world leaders knew of the conspiracy but refused to take part. Today, the International Government includes the President of France, the German PM, Gordon Brown, the Italian PM and George Bush Junior is the President of the International Government. No nation can do anything without first consulting George Bush. However, like all Governments both past and present, they will collapse.

Not a government, but there are powerful people who make sure things get done their way. The average person doesn't have a voice, unless they are combined together so that it can't be ignored. Still, they power behind the throne can do what they want in a way the rest of us can't see.
How to limit their power:
1) end the communist income tax that keeps us financially limited and gives them enormous amounts of money to waste and funnel to themselves.
2) return to honest money, so the federal government can't borrow unlimited funds.
Most people won't accept these solutions because they don't understand how the rich and powerful use them to expand their power. Most Americans are in the almighty government cult that believes government is god; it needs as much money as it can get.

Secret societies, yes. Organized "invisible" government? Chances are no. Somebody would accept payment to rat eventually. That's just the way greed works. Power breeds greed, so greed would eventually be the secret government leaders downfall.
