I think the atoms (disc) would come apart first.

First of all electrons can not be separated so easily.
When you rotate the disc, not only the electrons but the protons too get the same centrifugal force. Then how only the electrons be separated.
If the electrons and protons could be separated in this method, there wont be any mass left on the disc.

No.

The van der Waals forces that hold atoms together are considerably weaker than the forces that hold electrons in place. Hence the disk would fly apart way before electrons came off it.

Yes it can........if the centrifugal force is greater than the electrostatic force < force tht keeps electrons n protons together>
