LCD problems? Flicker is related to Screen Refresh Rate.
Best guess, your monitor settings (in Windows) are incorrect. LCD monitors aren't the same as CRT monitors. Use ONLY the "Native Resolution AND Screen Refresh Rate" as specified on the manufacturer's web site for your LCD monitor.
Find them, then, right-click on the Desktop and choose Properties to open the Display Properties Window. In Display Properties > Settings TAB, set the correct "Native" resolution, then click on the Advanced Button, then the Monitor Tab to set the correct Screen Refresh Rate.
Also, make sure you have the latest drivers for your graphics card.
Re-post if you want bigger Icons and Text on the Desktop.

It is difficult to be precise without seeing it.
My guess is that you have a problem with the inverter card that powers the back light, or with the backlight itself.
Either way it is not going to get better by itself. If it is under warranty then send it back. If not, a inverter might be worth repairing, the backlight is integrated into the panel, and that is the most expensive item in the monitor, it would be cheaper to replace the monitor than repair it.

Get an previous CRT (heavy tube video demonstrate). they have greater effective extensive perspective viewing, and greater effective assessment gradient than cutting-element flat panels. you need to attempt using a brilliant HDTV as a demonstrate screen. maximum of those have an fairly extensive view perspective. ultimate may be a video projector. those have an fairly huge perspective, based upon the exterior it is projected upon.
