The natural biological reason is that girls 15,1,6,17,18 are at peak fertility and most capable of having kids and at start of child bearing age capable of having lots.

Past 40 things like menopasue set in.

Short skirts in human indicate fertility.. hence girls that age wearing them in live with hormones.

Much like guys try and show virity with guitars and flashy cars, and trainers and want to show off muscells.

Think its 64 year old wants to be young again... Remebering first loves etc etc but too old to be with girls that age

I'm not sure about "desperate urge", but males tend to be very visually oriented and any attractive person walking by will attract their attention.

There are some exceptions of course, as some males maybe preoccupied, have trained themselves not to look, or may not be as visually oriented.

This behavior in any age is not perverted, nasty or any other derogatory term associated with it. It's natural, healthy and almost instinctive not only in humans but in many species - well in many species it is totally instinctive.

Note: There are other variations, such as some females tend to be visually oriented and some males less so and of course some people are attracted to the same sex.

LOL you're having various exciting in the present day. My avatar seems kinda like me yet my hair is getting particularly long now. in no way been improper for female yet some human beings have thought i'm youthful :-) Oh and you're some distance too attractive to be improper for a male or a sprint female ;-)

Their vision is impaired, 18 looks no different to 15 on most young women. And as for short skirts/revealing clothing...it's asking to be looked at. Old people do not just turn off and stop being attracted to people.

Most pleasent to do so bur in the case of very young girls (15) not socially unacceptable. Certain people confuse good healthy instincts with perversion. A desparate need?? Hey! Hey! Tthat is something different

I don't believe all 64 yr old men glare lewdly at young girls as your question suggests. My guess is yes there are more than likely some. I would think that some are just surprised at the way young girls dress in reference to their remembrance of the dress in their day.,some are just curious,some are reminded of their own daughters at that age,some would be offended and there are ,I'm sure alot of reasons I haven't mentioned.I'm guessing you are talking from personal experience,in which case I believe you might be self concious about the way you dress.

If your the 15 year old & dont like it. Dont wear short skirts. I would think most women, young or old dress to impress and really dont think older men are more or less pervy than younger men. As long as you only look and dont touch. We all have red blood running through our veins after all.

I do, and not only at 15 years old with short skirts, and I like what I see, but I don't remember why.

Yes, I have noticed that alot of men in they 50's and 60's have a tendency of being attracted to younger girls. This is why, there is a huge amount of child molesters. They come in all races..

I dont think they have a "desperate" urge but men are men no matter what age they are. If you walk around in short skirts men are gonna look, what do you expect. If you put it on display then its gonna get looked at.
