I believe you are referring to touche (the e has an right-slanted accent on it). It is a french word originally used in fencing. When landing a major hit the epeeist would say "touche" as in "gotcha".

In general usage it is used to indicate that the other person has scored a hit or made a good point that trumps other points on the table.

The expression probably comes from the first blood duels, relatively common in the eighteenth century: during the duel touching the opponent with the tip of the sword was sufficient to win; when this would happen the loser would acknowledge the defeat yelling "touched" hence ending the fight.
