ATI 9600XT is a DX9 card that supports SM 2.0. Your graphics card more than meets the minimum requirement of the game. You also need at least 512mb RAM but 2x512mb is great.

You might need to upgrade the Video card - the Radeon 9600 is pretty outdated. Upgrade to a Radeon X1900/1950 which is still available in AGP format.
I would also max out the RAM.

It should be playable. The 9600xt was quite the card back in the day. You will have to turn down the graphics features from high to medium or possibly low. I know from experience HL2 runs best on a card with 256mb video memory. Most 9600xt's had that, so hopefully yours will too.
