The best summary of scientific attempts to settle this question appears to be that of Scott Teresi. See the URL I cite below. So far there has been no persuasive evidence of "psi" phenomenon, of which telepathy is an instance. The late Arthur Koestler left a huge bequest to fund a chair of parapsychology in Britain, and eventually one was set up at the University of Edinburgh. The brief was to look for "psi". I understand that the University appointed a skeptic to the chair-- a smart move, for if he/she found evidence for it, the discovery would be very credible.

The psychic phenomena by which communication occurs between minds, or mind-to-mind communication. Such communication includes thoughts, ideas, feelings, sensations and mental images. Telepathic descriptions are universally found in writings and oral lore. In tribal societies such as the Aborigines of Australia telepathy is accepted as a human faculty, while in more advanced societies it is thought a special ability belonging to mystics and psychics. Although not scientifically proven, telepathy is being increasingly studied in psychical research.

Animals communicate regularly through telepathy. It is the most basic form of communication, an ability we are all born with. As humans, we learn to rely on verbal communication and our telepathic skills are pushed aside and become rusty. Like a muscle, unless used regularly, these skills become weak and inefficient. Humans, given the proper mindset and training, have the ability to communicate telepathically with all species.
