6 weeks ago I filled in the forms from HBOS to open a basic account, filled in form sent it away with 2 forms of ID and they were sent back within a week and was told bank details etc would be sent to me within 4 weeks - I'm still waiting. What happened to the days when we went into bank and opened it there and then?

You need 2 kinds o documents.

1) Proof of identity, eg passport or driving licence, or birth certificate or tax coding

2) Proof of address, eg bank statement, utility bill(gas, electricity, water, telephone, council tax, etc)

It is a fine state of affairs. In the 21st century, one of the world's most advanced societies, is conducting its financial affairs, not with identity cards, as they do in other countries, but by means of gas bills and the like.

It will depend on the bank, but Dub07's answer makes sense.
However, if you lack both passport and driving licence, it won't be a major problem. The bank will have a procedure to cover your situation. If it doesn't, I wouldn't entrust my business to that organisation.

you need something to prove who you are - passport, drivers licence

and something to prove where you live - drivers licence (but not if used for above), utility bill etc.

sometimes they want 2 of each, especially bills.
