seems to be the standard around where i live, people are always standing at the magazine shelves reading stuff instead of buying them

If the publishers or the shop owners cared about that, they'd seal the magazine. I'm pretty sure that they accept people doing that, as it's a good way to get them to actually buy it in future.

I'm not sure what you mean by cheeky, But this being, you should have told him if he wasn't buying it to put it back. But since he read it for the length of time you say then you should have purchased it.
