It may be referring to the "red top" 2.0-litre 16-valve 150bhp engine fitted to some Vauxhall and Opel models (e.g Astra GSi 16v) in the early 1990s. This engine had a red cover.
Later cars came with a lower-output (136bhp) version of the engine, which met newer emissions regulations, but weren't as powerful. These engines did not have the red cover.
The "red top" engines are quite rare, and there is a lot of demand for them in Vauxhall/Opel tuning circles due to their higher output.

Think you might be referring to stock car racing - different colour tops mark different categories and qualifications.
Edit - OK, so there are red top batteries and red top engines but you will find that the terminology for a red top car all stems from the high performance classification developed in stock car racing (stox in the USA). The colours are actually earned by the drivers and the only class better than red-top is superstar.

I've only ever heard of a "red top" car battery. They're for looks, mostly, but are usually higher performance.

Hope this helps!
