Coming from a woman's perspective, I think they appear sexy when they are confident in themselves and self-assured, clean and poised. and it is also evident that they are intelligent and present themselves well.

Movies/ VDO/ Newspapers/ Magazines/ Beauty Contests/ social, political business leaders lead our brains into accepting/ getting addicted to "these (matrix of) looks are marked as sexy" -- until the multi-channel cultural thinking trajectories get conventionally established/ used to (called mindset) worldwide.
However, (promoted concepts of) sexy (physical body's attraction) is not always attractive. Many sexy girls and guys (even most popular sexy stars) live a lonely life lacking spiritual (energy body's) attraction -- short of leverage surroundings, supports and cooperations.
When you're young the boss put you up in a position exposing to the eyes of the customes, and you oftenly get invited for free lunches or dinner, and physical pleasures. After 35, the sexy get sagged, only the one with spiritual attraction (beautiful mind) get spontaneous, simultaneous loved and leveraged.
Sexy is useful for earning active income, (spiritual) attraction, though not sexy, is usful for building everlasting, evergrowing circulatory flows of peace, happiness, health, leverage love, freedom, and passive income called (genuine/ virtuous) wealth.
Being sexy is illusive (unrealistic/ temporal) power, being spiritually attractive is. Sexy woman sometimes don't feel sexy while making love because she lacks spiritual attractions. The majority of married sexy women/ man become widows/ single mothers/ fathers -- or financially suffering during 35-40, just -- because of sexy ego/ or sexy heroism.

The general public usually notices the hair and body first. Hair can cover the face wether she is beautiful or not.
Being sexy has become a style, generally more revealing or tight fitted to be discreetly loud. Beauty no longer relies soley on the face.

I believe its a combination of things, we loved to be told we are sexy. It could be as simple as a look, the movement of our bodies , an specific time and place could make us feel sexy.sometimes we feel a bit down but maybe an specific piece of clothing or shoes give us that. we are so different from one another, but we know that we all have that unique quality within us. Maybe is just that

its different for each woman. depends on your build, weight, height, attitude, personality, tons of stuff. For example, I think it is sexy to see Alyssa Milano in just a plain t shirt and regular jeans, that is it, so sexy on her, on the other hand, Jessica Simpson is sexy in something tight, it looks good on her, for a girl like Jessica Alba, just the way she looks when she gives that half smile is sexy, etc.
