Absolutely not.
The person might just enjoy answering questions but aren't into it to get a best answer. If a person has a low percentage of best answers, it doesn't mean that they are bad answerers or lack knowledge, but maybe the way the answers were worded just didn't draw the attention of the asker or voters.
You never really know, but I think that the answers community is about finding solutions for other people, and if you have even one answer that does that (regardless if it's a best ansewr or not) then you should be very satisfied. And don't forget that other people besides the asker may need answers for the same question and that the asker's best answer might not be ideal for someone else in the same situation, but a lower rated answer might.

I have just checked out the leader board, I would say no to your question, as not everyone can have the best answer, although it may be good it may be not the answer the questioner is after. Mine is low.

No i dont, and what is a low % anyway, how does the % compare; to the reader, to the readers contacts, to the top contributors?
Btw when most of the time i get a best answer im like wtf?

Sort of. I sort of know that they must be trying to help people if they have more than about 5 % best answers so in the end i gues yeah. But i shouldnt talk. I have 20 % best answers so ......
